Hello,
When you say "start IIS", what exactly do you start? The IIS snap-in? The
IISAdmin service? The WWW Publishing Service?
Try to start the IISAdmin Service and WWW Publishing Service manually from
the Services snap-in. Works? If not, is this the error message you get:

If so, you have a corrupt metabase.
In that case, i would uninstall IIS, delete the metabase.bin file, and
install IIS. It should then work again.
You can also try:

Might work, not sure.

I assumed that it was this error message you got:
"The system cannot find the path specified"
But since you did not write the complete error message, all i have written
here is only guesses. Try to include the complete error message next time!
