I have SUS installed on my IIS 5.0. Remote clients have VPN tunnel to my
RAS and over tunner connect to SUS. So they stuff whole wan channel. The
wan's bandwidth is 1.5 Mbit/sec. I've set bandwidth of site, where SUS is,
as 32 Kbit/sec. I doesn't help. Performance monitor shows same speed of data
sending from the IIS. How to restrict web server's bandwidth? Did I miss
anything?

Shortly, you need to make sure that QoS is installed.
