XP Pro SP2 / IIS 5.1

Oof. IIS is killing me on this one! All requests for ASP pages result
in this error, but other pages (e.g. html, aspx, etc) work fine. I've
searched extensively for a solution, and tried the following without
success:

1) Specified language in ASP page (<%@ Language="VBScript" %>)
2) Changed/Reset default script language in IIS (currently it's
"VBScript")
3) Added IUSR to Administrators group
4) Granted explicit permissions to IUSR on asp.dll, vbscript.dll and
scrrun.dll
5) Reinstalled IIS

Interestingly, when I try to install the script engine (5.6) it fails
with the error message, "Error registering the OCX
C:\Windows\system32\scrrun.dll". Likewise, a manual registration via
regsvr32 fails.

I am probably forgetting some important detail, so let me know if
you've got any questions. Any help will be much appreciated. - TIA

Nothing appears out of the ordinary in the Event Log. The error
message I get when installing the scripting engine is "Error
registering the OCX C:\Windows\system32\scrrun.dll".

My guess is that this is not a permissions issue, given that adding
IUSR to the Administrators group didn't solve the problem. It's also
very coincidental that I can't successfully install the 5.6 script
engine (although *.vbs script files still run fine). I have a feeling
that getting the script engine to install might fix the IIS problem,
but I haven't a clue how to troubleshoot a DLL that won't register.

Well, it magically started working again. I checked the server and
client debugging options in the IIS Application Configuration dialog,
hit Apply, refreshed the page in IE and didn't get the error.

Then, I unchecked the same two boxes, hit Apply, and the page still
works (i.e. no 0201 error).

I have caching disabled in IE, and I made no other changes in the IIS
dialog, so I'm confident this change somehow triggered IIS to
straighten up and play nice. However, I have absolutely no confidence
that I won't be fighting this problem again sometime soon... probably
when I'm coming up on a deadline.

IUSR is no longer in the Adminstrators group, and scrrun.dll still
won't register. ASP pages are still working today.

As I've attempted to troubleshoot this, I was very careful to change
only ONE thing at a time, then refresh the page in IE using CTRL+F5 (IE
is also set up to check for new versions on every visit). It started
working yesterday after checking the debugging options (ok, I guess I
changed TWO things - client and server). I changed it back, and it
still works.

I agree that these options should have no effect, so it either
triggered IIS to reset something, or IIS just happen to resolve the
problem itself at that particular moment. That's why I don't have
confidence that this problem won't resurface shortly.
